Look at Photos iCloud settings and see if this checkbox is checked:
If it isn't, and you're not checked iCloud Photos then check it and see if new photoss on the iPhone are synced to the Mac's library.

How are you trying to transfer the photos from the iPhone to your Mac? Are you using iCloud Photo on the iPhone or are you syncing using a USB connection?
If you are using iCloud Photos, are you using a shared iCloud Photos Library?
Which system version is running on your Mac and on your iPhone?
I assume I am using iCloud Photos. I don't recall ever making this selection in a configuration. Previously, when I took pictures on my iPhone, they were saved on my Mac in the Photos app, as well as in the Photos app on iCloud. I am not using a USB connection. The photos stopped being saved to my Mac about 7-8 months ago. They are still being saved to in iCloud Photos.
