If you don't know who the owner of the phone is, there is no way that you are going to be able to contact them.

Turn the phone over the police so they might be able to match up the phone with a report from the owner.

Thank you.

Was hoping for a way to send a email to their iCloud account without having to figure it out. Already tried to drop off at lost and found and the police just kind of looked at me as if I was crazy. So will give to Apple Store later.
