Cant add card to apple wallet.

I get a new phone today and when I try to add a card to apple wallet it instantly fails. It never even asks me for the card information, just the moment I click the little + icon it says "Could not add card, try again later or contact your card issuer for more information" It doesn't make sense to contact the card issuer since I didn't even get the opportunity to enter a card at all.

I have tried

Removed and adding passcode.
Logging in and out of my iCloud account.
Restarting my phone.
Making sure my region is set to the USA.
Disabling any VPN and management profiles.

iPhone SE, iOS 16

Try the following:

Be sure to activate your card before attempting to add it to Apple Wallet.
Be sure card has not expired.
Be sure to verify all information on the card matches exactly.

If none of those work, then try linking the payment method:

Open Settings ➢ your name at the top of the list ➢ Payment & Shipping ➢ Add Payment Method.

Once the payment method has been added, you should have the option to link it to Apple Pay.
