Green flashing ring around my friends location

My boyfriend and I both have share our locations on and I am wondering what it means when his dot has a flashing green ring around his picture on the map. Does that mean he’s moving around or using his phone?

Thanks for using the Apple Support Communities!

When you see it flashing, if you tap on their location dot do you see "Live" listed in their info? This may be indicating that it is live transmitting their location.
