I don't really under stand the question as written...

If your Personal Hotspot is turned on your Phone then by default the Wifi is turned off on the iPhone.

This consumes "data" on your mobile device carrier service.

This would be independent from some Internet provider you may or may not have Cable, DSL, Satellite for your home Network, modem, router...whether Ethernet or WiFI
