I am using the Windows iCloud Shared album app to view my iPhone shared albums on my pc, but the photos are not there in each specific album. Just each album is there, the iCloud icon is the pic/icon for each album. Why aren't the photos in each specific album? I tried uninstalling/installing the iCloud for windows app a few times. Any idea why the photo's are not downloaded into each album?

It looks like you have seen the correct article for the issue and uninstalling and reinstalling the app was a good step.
Are you able to test on another network? This would isolate the issue further and let you know if it is a network issue. Having a VPN or security software might also prevent loading of the photos. If you have either or both installed, try disabling them.
You can also check iCloud through your computer browser to make sure the photos are syncing there.

After leaving the iCloud Shared album app open over night, ALL the folders and photos finally appeared. I didn't realize it would take hours for everything to appear.
