Sometimes print features such as “Double sided: off” and “Scale to fit (from A4 to B5)” don't work in Pages and Preview apps on Mac OS Ventura (13.0.1, Macbook Air M1 2020) with printer RICOH MP 5055.
Also print presets don't remember the sale-to-fit setting any longer.
These features have been woking just fine before upgrading the OS.

For the presets, saving application specific print options in a preset doesn't work. Preview's scale is part of their own set of options, and it doesn't get saved. That should apply to the rest of the options in Preview (Scale to Fit) and the application specific options in other apps.
Saving scale in a preset should work in Safari.

Something has changed with presets in Ventura then…sounds like a bug.
I thought you were using Preview's Scale to Fit, based on your initial post.
To simplify, based on the screen shot, saving Scale to Fit in Paper Handling doesn't work, right?
Filing feedback with Apple with specific steps would be helpful.
Scale to fit setting has been saved just fine in presets on Monterey and earlier (which I still use on other Macs I have). That's what I have been using presets for, going back and forth between A4/B5 paper size and doudble/single-sided promptly.

I noticed on other things, if it is a single page, double-sided was disabled. I don’t have any experience with the scaling options.
