Photos uploading to iCloud taking forever

I bought 2TB of space because my Photos Library is over 500gb. iCloud has been linked and uploading for over 3 months and it's still has only uploaded less than 10% judging by the meter. Running Catalina on a 15" 2012 MBP.

Here's what i have been seeing... the number of photos is up by over 1000 from last week, though i didn't take 1000 photos. So not sure what that mean. My point is that it's always doing 'something' ... can someone please explain what I've been wasting $10 a month on???

If you're uploading a library of significant size, it can take some time to do the initial upload. It looks like you have 4061 items remaining to sync to iCloud.

Photo stream limits were 1,000 maximum per hour; 10,000 per day; and 25,000 per month. Not sure if that holds true with iCloud Photos, but that would explain the length of time it takes to sync.
