Hello! Before upgrading my MacBook to macOS Ventura, whenever I opened a PDF file on Preview, it was always shown in "Zoom to Fit" by default. However, now PDFs open in "Actual Size" by default. How can I set up Preview, so that "Zoom to Fit" is the default viewing option again? Thanks!
MacBook Pro 14″, macOS 13.0
Open an arbitrary PDF. Check the View menu. Is Zoom to Fit selected, but grayed out. If true, then it is doing that already. If not, press ⌘+9 to select it, save your PDF, and quit. Preview may then remember that Zoom to Fit directive on subsequent opened PDF.
On Ventura 13.0.1, my PDFs also open with Zoom to Fit selected.
Change Preview > Settings… > PDF to "Size on screen equals size on printout".

I managed to find a couple PDFs that didn't open with Zoom to Fit enabled. I have no explanation as to why that is the case.
Thank you, but it didn't work. After changing the option mentioned, "Actual Size" remains the default viewing mode when a PDF is opened.
You're welcome. Actual Size and Zoom to Fit should both be enabled.

Adobe Acrobat Pro DC allows one to set the default Page opening behavior on an edited PDF, and that opening behavior travels with that PDF and overrides the PDF reader zoom settings.
The first one I found was created with InDesign 2.0.2/Adobe PDF Library 5.0. I was able to override it by using print as PDF to create a new copy.
Just to add, using Save As… or Export would not make a good copy. Either text or images were missing.
