iPhone storage full for family member despite shared iCloud storage available

I have iCloud+ with 2TB of data set up with family sharing and storage shared with everyone. Despite that, my daughters iPhone storage is now full. The biggest storage consumers are Messages (42GB) and apps. I get that apps need to take up storage on the phone but I expected messages to be synced and offloaded to iCloud. Any ideas why they take up so much storage on the device?

IPhone storage is a fixed size and can't be increased. Having cloud storage does not increase the phone's storage.

Yeah, I get that the device storage won't increase just because I get iCloud. What iCloud could do however, is offload the device storage by moving local data, like messages data as in the case of my daughter's phone, to the cloud. My question is why this isn't happening. I expected to see the amount of data on her device go down as messages and other data got uploaded to iCloud for "lazy access".
