Great question, and one we had fun finding the answer for, which is located in this link under 'Put iPhone in silent mode': Adjust the volume on iPhone
'In some countries or regions, the sound effects for Camera, Voice Memos, and Emergency Alerts are played, even when the Ring/Silent switch is set to silent.'
Basically, it explains that in some regions, the shutter sound may not be able to be disabled. While there's not a list of specific countries, it is dictated by the laws/regulations of the region.
