iPhone 14 Pro Max
If you are asking about the iPhone 14, the U.S. model only provides 2 eSIM connections, so you would need to make sure that your carrier in your country supports eSIM.
If you try to buy the U.S. model online, Apple does not ship the iPhone internationally, so you would have to personally buy the phone in the U.S. yourself and take it to your country, or have a friend buy the phone for you in the U.S. and ship it to you.
The warranty for service on the phone purchased in the U.S. is only good in the U.S., so if the phone is in another country and needs service, you would have to ship the phone back to the U.S. for that.
A very good general rule would be that you should buy the phone in the country in which you will be using it. All of the iPhone 14 models that are sold in other countries have one eSIM and one SIM tray, so that model is a lot more compatible than the eSIM only model sold in the U.S.

If you're referring to an iPhone 14 originally sold in the USA, only if your carrier there provides eSIM service, or you have a roaming plan.
For any unit, if you're going to be using it more often there, you should get a local model instead of an USA one; you'll likely be denied warranty service for international ones there.

Just about any carrier will support international data, the key would be that the carrier supports eSIM. Not all do at this time.
Hello,
Yes the phone will work on Wi-Fi anywhere, however for cellular data you must have a carrier that supports international data.
