Troubleshooting "There are no users on this volume to recover.":
Some Thoughts:
A. Mount the Drive:
Seems as if the drive became unmounted, somehow. So, boot into Recovery Mode (Intel or Silicon) . Then, using Disk Utility, see if the Hard Drive or installer are seen. If so, then see if you need to click the “Mount’ button for them. Try rebooting once more. If of no success, then click unmount button, and then the mount button. Try rebooting once more.
B. Reinstall the macOS:
Nothing would be deleted. It's just that items that have become corrupted or deleted, would be placed back to where they should be. Go Here: How to reinstall macOS from macOS Recovery - Apple Support
C. Reply with a Photo:
Can you take a photo of your screen, and then reply back with it? IMPORTANT: Block out personal info by covering it with rectangles, through use of the Photos app.
