Your iPhone is locked to a wireless provider other than
the one whose eSim you are attempting to use.
Contact the wireless provider to which the iPhone is locked
to see if they offer unlocking and if you qualify. Only the
locking provider can unlock the iPhone.
What does it say when you look at Settings > General > About > Carrier Lock?
You may have to scroll down to find that section.
