Hello why can’t I download from the aps store I have an Apple ID?

Sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in. 

Your screen shot shows that you have no service. Please connect to wifi then try again.

This screen shot tells a different story. Please do as it says. Connect to wifi and follow the link. It will be better able to help since it will take you directly to Apple.
