Yes. It can update to macOS 10.13 High Sierra.

Phil, or anyone else. When I try to install the 10.13 High Sierra OS, it says "You may not install to this volume becuase it has Legacy FileVault users". I can't find out what this means and how to get ride of hte Legacy FileVault users so I can update the OS.
A user on Apple's Developer forums found that using Sonos's uninstaller to remove the Sonos app and related files fixed the same problem. If you have the Sonos app, you might care to try uninstalling it and trying the update again.
Thank you!
No Sonos App
