WiFi+Cellular models of iPad purchased directly from Apple are unlocked - and can be used with any compatible cellular network.

By contrast, iPad’s purchased through a Cellular carrier may be locked to that carrier; while subsidy locks can sometimes be released by the carrier, for iPads supporting eSIM, the eSIM may have been permanently disabled.
