My Apple Watch has the red circled exclamation point. When I double click the button under the dial, the white Apple shows up with no instructions. What next?

You will need to tap the last step in that support article and seek help from Apple Support. It will most likely require you to send your watch into service or if you have an Apple Store near you, a visit to the Genius Bar.
