Prior IPad pro models had volume up button closest to near edge, down closest to far edge. I just received a 4th gen, the buttons are reversed in landscape mode with buttons at top. They do switch to “normal” when iPad in portrait mode (with buttons on top/right side).
this is quite frustrating. I have searched for info and it seems that there should be a switch in setting>sounds. I am on 16.1.1……no ‘switch’!!!

Apple removed the Setting to lock the relative on/off buttons position of the Volume buttons for newer iPad models.

Dynamic volume controls were introduced with release of iPadOS 15.4 onwards. For reasons known only to Apple, while this feature can be enabled/disabled for older models of iPad, the ability to disable this feature is not available for any new models of iPad and iPad Pro that have since been launched - these models being:
