watch os 9 with ios 15.7.1

can I pair my apple watch series 7 working with OS 9 on my Iphone 7 plus working with ios 15.7.1 in some way ? can I downgrade the apple watch software to OS 8 to pair them as well?

No. It requires an iphone running ios 16. There is no way to downgrade the OS on a watch, or an iphone for that matter.
