We understand your Notes app isn't performing or responding as expected. As for the warmth, this is likely expected given the extended time spent with the display on while typing notes. As long as you're not exceeding normal operating temperatures and the iPad isn't shutting down due to the heat, this indicates it's still operating as expected or within range.
Also, Apple's released new software since the release of iPadOS 16.1, so go ahead and back up and update to 16.1.1 and give your iPad about 72 hours to adjust to the new software and then testing further.

1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one that you want to install.
