If you are buying an used apple watch with Apple Care that is being paid monthly, If you buy the watch can you transfer the Apple Care and continue paying monthly?

If you make monthly payments* for your AppleCare plan, the plan is linked to your Apple ID and can't be transferred to a new owner.
