You can. Go to Settings/Wallpaper, and you can change the lock screen and home screen separately. You can also have several screens and easily switch between them.
You don’t need to create a new focus, but you can’t use wallpaper from a previous version; you need to choose a new wallpaper for each.

Note that you have to change the wallpaper from the image used in a previous version of iOS, as it won’t have the “hooks” to allow customization. If you still have the image you can reuse it when creating the new wallpaper.
apologies for the terse "false" and I appreciate the response. But i still dont see *how* to make the change. I've gone to Settings/Wallpaper and I dont see how to do it. Every time I try, it changes both together.
What type of wallpaper are you using? Same for my experience when using an older iOS wallpaper… created a new focus for the solution.
Sure you can, Im using the old wallpaper by its link to a focus… i know once i edit it yeah its gone. But im unable to add widgets on lock screen for that particular focus.

Yes, it isn’t clear. It says Add New Wallpaper, but doesn’t say you have to add new wallpaper. I’m going to submit a note about it to the keepers of the knowledge base right now.
