How do I get a label to send recycle iPad

My iPad is frozen and I want to turn it in to recycle. It's packed and ready to mail. how do I get a label from Apple to mail it?

iPad Pro, 11-inch, 4th Gen, Wi-Fi

I've made multiple attempts to use the website to get a recycling case opened for a 2009 mac book pro. I've had uncharacteristically poor support on the phone from Apple - transferred many times, phone drops, referred to a third party who claims they didn't "do" recycling, etc. Any advice before I just give up and send this thing to the dump? If you used Apple's recycling program, Apple should have sent you a shipping label.
