When you’re blocked the message won’t even get to change from blue to green - it’ll just stay blue with no “delivered” or “read” message underneath it. When it changes to green, it's mean that a) you have “Send as SMS" turned on, and b) either you or the recipient has no data connection. iMessage requires data to be sent and received.

Let me make this very clear here, the "delivered" and "Read <time>" signs will not appear if your number is blocked by the recipient.
