Chrome keeps adding itself to startup when I login

Every time I open up chrome it adds itself to the auto startup at logon list. I then have to remove it and then next time I open chrome it adds itself again.

There is no open at login or anything selected. Chrome is just acting like some annoying malware.

It also seems to do this on every mac device I own.

I'm running MacOS Ventura 13.0.1
