If it was declined for a one time purchase of an App, music, movie or such, then there is no time limit as the purchase would have been declined and won’t be allowed until you provide a valid form of payment.
So I assume you’re asking about a recurring payment, for a subscription for example? At least in the USA most companies will allow grace for the current billing period. So if it is a monthly subscription, fixing the payment issue and making up the missed payment within the current monthly period should not result in any action by the subscription issuer.
But companies do vary on that sort of grace as terms, including those for iCloud subscriptions, simply state you are responsible for timely payment of fees. So you should fix the issue as swiftly as you can do so to avoid issues with your service.

To answer your actual question I have not seen any mention of a limit as such. However, you might find that features stop working as their payments come due and are not being renewed. Even if it isn't a subscription, to make pretty much any purchase Apple will require a valid payment method. From that perspective you should indeed add a new method as soon as you can since even trying to do something such as buying a music track will require you have a valid payment method even if in the end you use Apple Account Balance to pay for it.
