I am wondering if anyone know how to force the options "App Downloads" and "Automatic Downloads" enable from intune?

Is this iPhone managed by an IT organization, with management profiles loaded?
(Check: Settings > General > VPN & Device Management)
Does this iPhone have Screen Time enabled? If so, disable it.
Various iTunes settings can be controlled by these.
