I have found a very negative issue with Ventura. It now only gives two options for formatting the date and time. In System Settings>General>Language & Region. Then you can only choose between 2022-08-29 or 8/29/22. In Monterey, I was changing the Titles of my photos using a script in the format of YYYYMMDD-HHMM. This way, I can export using the title as the file name and I can readily see the date the photo was taken.
Ventura no longer gives any options for date and time formatting. For people who use file naming for organization and finding things, this is a horrible step backwards. I wish I had never updated. I have also seen posts of people asking how to go back as Ventura has messed with other apps.
The System Settings seemed like a good idea and I was really looking forward to it. But it is completely lacking in flexibility and intuitiveness. For example, I accidentally screen mirrored my Mac with my Apple TV. I could not find anywhere to stop. It used to be on the top where it said "Stop Mirroring.". I had to call Apple support and they did not know where it was. I finally found it in System Settings>Display>Apple TV and almost to the bottom it said "Disconnect".
As far as Photos goes, there are issues with Photos and iCloud syncing across devices. Things like album order and People recognition do not update across devices (and yes, all devices are up-to-date).
There is now a "Duplicates" folder that allows deleting duplicates. However, I have found that when they say the photos are identical, they are not. So you have to be very careful.
There is now a "Shared Photo Library". I have not used it yet but have noticed on here that people are having issues with it.
It is great you are doing your homework and making sure before moving forward. I wish I had. Hopefully with time they will fix some things. Good luck!

Hey there jkhowe,
Great question! This link shows the new features for Photos in macOS Ventura under the 'Photos' section, but it also shows the other new features: macOS Ventura
Cheers!
