Lost all my notes when i turned on icloud.

I turned on iCloud for notes because my phone wasn't letting me open a link to a note sent from someone. When i turned it on it loaded up notes but i only had 3, the note i was sent and 2 notes from 2021 that i no longer had and on my phone. I also had two like subnote sections that weren't originally on my notes app, as they were from a long time ago. Theres nothing in my recently deleted and turning off iCloud for notes only removes the few i have left. Can i get my notes back?
