Disk space vs iCloud

I have read everything I can find on this subject but am still none the wiser! I have a 2015 MacBook Pro with 128gb ssd. I also have 2TB iCloud storage. I am now getting messages that the ssd is full and I cannot even run a Time Machine back up due to lack of space on the ssd. Can somebody please explain in idiot terms why the ssd is full when files are supposed to be stored in iCloud?
