How can i put all of my iPhone photos on my computer, but not have my computer photos on my phone? Thanks!

There is no option to do that with iCloud Photos. It is a syncing service and will sync all photos. You can potentially reduce the storage needed on the iPhone (or both or with device) by turning on the Optimize Storage option on the device. An alternative option would be to import the photos from the iPhone to the computer. See the Import sections of Transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC - Apple Support for information.
