When trying to down load a file I keep getting it is in an unsupported format
I am trying to down load a file and I keep getting the "it is an unsupported format". I have tried everything I can think of to no avail.

I surmise at one point those files (ending in .bin) were set to "open with" the program used to communicate with that GPS receiver, so double-clicking them would automatically launch that program. Everything worked seamlessly and you had no reason to question it.
For whatever reason that file / program relationship became severed, and now double-clicking the .bin file icon is launching Archive Utility instead. The solution is to select the file, then control-click (or two-finger tap, whichever is your preference) and select "Open With" from the contextual menu that appears. Select the program (app) you use to communicate with the GPS receiver.
This presumes one major caveat: that the program you used in the past continues to work with macOS "Ventura". If it does not, you need to update that program to a compatible version or otherwise determine what you need to communicate with that GPS.

It is a bin for a radio update. I have had success in years past however in recent times this is happening more often. I am also tired of Apples requirement to constantly to ad nauseam require entering my Apple ID when trying different ways of opening these. Wish I could find a work around for that.
These are very likely compiled firmware updates and not zip archives, so double-clicking on it or attempting to "uncompress" it will cause the operating system to bail as it is not a supported file type.

Yes it does.
I should have mentioned that these are sites that I trust and I have successfully down loaded these items previously. Perhaps it is an issue caused by the installation of the last couple of os updates.
Thanks but you did not answer my questions. That screenshot suggests you are using Archive Utility to open it, which is an inappropriate app to use.
If that file is to be used in conjunction with an app to update your radio, then open that app first. Typically, you would then use that app's File menu to open the binary file.

I think I understand what you are saying however at 75yo not sure:). What is strange is I have successfully downloaded the latest update with the exception of a separate file that is a GPS DB.
Software that updates firmware typically wants you to show it where the firmware update file (*.bin) is located, so it can load that data and apply it to the GPS receiver. Double-clicking or choosing open with from a Finder secondary menu may still not result in the application opening and applying that firmware to your receiver.
And as John Galt points out, if the software that applies the firmware, or drivers for that receiver, or the physical receiver is incompatible with Ventura, then you are at a roadblock until the GPS receiver vendor offers that support.
