ECG app not available but should be…??

Hello, guys. I would appreciate if anyone can help. So, I am from Bulgaria and my region on the iPhone is Bulgaria as well. I just bought an Apple Watch 8 and tried to launch the ECG app (which is available in Bulgaria) but the phone says it is not available in my region. The thing is I currently reside in Montenegro (where ECG app is not yet available). Do I have to go back physically to Bulgaria in order for ECG app to work on my watch or there is another way?
