Sorry, El Capitan 10.11.6 is the last possible OS upgrade for an early 2009 iMac.

For instance I can't run autoupdate 4.53.22111300. It tells me that Mac OS upgrade to 10.13 or later is required.
How can I upgrade to 10.13?? My IMac is functioning perfectly fine otherwise and it is a shame that owners of older models are punished by not being able to upgrade. With outlook I can't seem to establish new email accounts.
The reason upgrades are not able to be donees that older Macs hav older non-compatible components installed in them. As time passes components are improved. Have you asked outlook for assistance with their service? Also, you can look for another email app which does what you want.
Since you cannot upgrade, you could tell us specifically what the problems are with Outlook and Mail.
