I have a problem with updating or downloading any app right now. It ask to update my payment method or that another payment method was declined. I was wondering how I can update/ download apps again

See this Link: If your Payment Method is Declined in the App Store or iTunes Store - Apple Support. Add this using a computer, as it would be more user-friendly doing so.

Contact your financial institution (bank) pertaining to this card, as this may be being seen as a scam (though that may not be the case). It would be a matter of security for you as a credit card holder. So, call them, letting them know that all os okay to be followed through with.

No One Here is Charging You. These are user-to-user forums. We are all everyday Apple users like yourself. No one here has access to your account info (and that is a good thing, BTW). So, contact Apple Support.

You need to contact Apple Support Directly. This is a User-to-User forum. We are all volunteers. So, as you may suspect, no one here has access to that information — and that is a good thing, BTW. That’s why for Financial Assistance, you need to contact Apple Support. They’ll see what’s going on and will run you through the fix.
Apple Contact Info:
If the card you are trying to add keeps giving you the declined error, try a different card if you have one. Usually that fixes the issue. Let me know if it works for you. Settings<tap your name<payment and shipping<add payment method. Make sure you are entering 2 digits for the month and 4 digits for the year for the card expiration date. If it is still giving you issues then call Apple Support and have them check your account for issues. Your account may be disabled or have a debt attached to it. Hope this helps!
You can call Apple Support to check your account for past due obligations, possibly due to subscriptions you may have forgotten to cancel or in-app purchases that charged double by accident or something like that. Could be a number of different reasons to have debt present on your account. I’m just guessing at the reasons for it.
