can i use apple cash if i’m 17?

If the other person hasn't accepted the payment, you can cancel the payment until they accept it. If the person doesn't accept the payment within 7 days, the money automatically returns to you.

So if you can’t accept the money for whatever reason it will go back to the person that sent it. You may want to contact the person who sent the money and pass this information along.You can go to lower left and click on Support or contact Apple here for further assistance…

So with that being said it can be done in Family Sharing…not on your own if you are not 18. Also if you are a member of Family Sharing your organizer can lock Apple Cash.This is from the article you came from…
