There is not legit way to downgrade.

Have you tried restoring your iphone to see if that helps?

A restore does not change the iOS version. Apple does not provide a way to revert to previous versions of the iOS.

After the restore, are you still having problems with the device?

AGAIN, there is no legit way to do this.

I did not suggest a restore as a way to go back to another software version. A restore will use the latest software. Restore is one of the basic troubleshooting steps.

Downgrading the firmware is not a trivial matter but people do it, because in any device, newer firmware is not always better firmware.

Do your research, changing the firmware may give you what you want, or it may introduce other problems.

If you're still having problems and don't want to deal with downgrading, try restoring it as a new phone instead of from a backup. You'll lose all your data (which assuming you've backed it up you can put back on later), but it helped me when I upgraded.

easey just find a place to download 3.1.3 the go to itunes then hold shift then hit restore. then a window will pop up selte file then say okay! Then wait done!

Actually, restoring your phone as a new device is the only way the apple guys recommend, especially when upgrading to the new os.
