Unlike iOS16 for iPhone, iPadOS 16 for iPad does not [yet] support lock screen customisation.
You cannot add Widget to the Lock Screen, neither can you edit the Lock Screen font. The new iOS16 active Astronomy and Weather Wallpapers are also currently exclusive to iOS16.x for iPhone.
