iPadOS16.1.1 features a BLACK background, making on-line shopping very difficult. Previous versions worked just fine for me. Can I make the background white, as in previous versions?

Perhaps you have unintentionally activated the iPad “Dark Mode”. This can be fully disabled in iPad Settings:
Settings > Display & Brightness > [Appearance] -
- set to Light
- Automatic - set to OFF
