My pictures aren’t loading when I click on manually select photos. How do I solve this problem?

When I click on the button for changing my wallpaper, my photos are not loading and I get an error message.

iPhone 12 mini, iOS 16

Cannot scroll photos my photos are all there but I cant scroll up or down ,only to top of screen. About time Apple sorted this-it been like this for several months. On older iMac or my iPhone and iPad there is no problem.
