Sure.
Not easily.
Microsoft doesn’t sell what you need here.
Your options are to contact Microsoft, and ask that they add support for and start to sell a version of Windows for Arm AArch64 Apple silicon computers. They don’t currently offer that with Windows. Microsoft does have a beta version available to Windows Insiders that some folks have gotten to work on Apple silicon, but that is not (yet?) something that can be purchased.
It is probably possible to install an Intel x86-64 system emulator such as UTM and install an Intel version of Windows—again, unsupported—but that emulation will probably be slow, and might well have some limits. And with some added complexity, obviously.
There is also no supported version of Apple Boot Camp for Apple silicon, probably as there is no version of Windows that can be purchased, so no Windows version for Boot Camp to boot, so no Boot Camp.
If you need to use a supported version of Microsoft Windows for Intel, return this Mac for a refund (the end-of-the-year return policy from Apple is pretty generous) and acquire a computer wit an Intel x86-64 processor, or a computer with one of the Arm AArch64 computers Microsoft does support.
