How do you permanently delete apps from your iTunes library

Dear Apple, why must I be forced to maintain a purchase history for the past 10 years. Much like a grocery receipt I want the right and control to permanently delete my data from your system. There is NOOOOO justification for denying my right to control my data and purchases.
