Make sure you have the latest Ventura update which is 13.01. On Intel Macs you can reset the SMC and NVRAM and that has fixed it for others. You could also try deleting the settings by press Shift + CMD + G in Finder and typing in ~/Library/Preferences then press Return. Look for com.apple.AppleMultitouchTrackpad.plist and com.apple.preference.trackpad.plist and deleting both and rebooting.
One user reported if they placed one finger on top of the trackpad and clicked with a second finger (multi-touch) that the Trackpad suddenly went silent and stayed that way.
Apple Silicon Macs (M1 / M2) do not have SMC nor NVRAM and you merely turn them off and back on normally and that is all that is required.
