Nope' you can not set the time.

see > Back up your Mac with Time Machine - Apple Support

You can go to the menu bar, click on the Time Machine icon and select "Back Up Now" which should push the next backup out to the frequency that you have set.

Another more controllably option instead of Time Machine, is to use CarbonCopyCloner or SuperDuper.

Edit: sorry for the late edit. I didn't realize that you can set the frequency in macOS Ventura.

when I first considered using Time Machine, I would only do so if I could find a utility that would push what I imagined to be an invasive, disruptive, work-interrupting backup to a different schedule. I identified that there was such a utility, so I went ahead and started up time machine.

when I went to check on whether the time machine backup had started, I found it had already completed three backups. I never needed no adjuster utility.

--------

Time Machine does its work at very low priority in the background. By design, it works at a priority so low it does not interfere with your foreground work. If you are cranking out production work, time machine will generally not slow it by a perceptible amount. Its low priority means everything else goes first.

You may be worrying about nothing.
