If the lost device does not appear in the device list, this is an indication that Find My iPad was not enabled on the iPad prior to its loss. Enabling Find My iPad on the iPad serves two linked purposes:
1) It allows remote management of a lost or stolen device
2) It enables the Activation Lock that inhibits unauthorised reuse of a stolen or found iPad by anyone other than the legitimate owner.
