I have songs in playlists that I purchased and have played through my Music app before - now they won't play because they are not downloaded anymore. And they won't download when I try (and it's not network issues).
How can I get the songs I've purchased that are in my iTunes library to download and play on my iPhone (like they always have before)?

Thanks for that suggestion. That wasn’t it. They don’t show up on my hidden list. When I find the album in the iTunes Store it looks as though I haven’t bought it. But in my Music app, the albums and track lists are there, but not downloaded. And when I try to download them it just sits there forever.
In the iTunes Store app, tap ... More on the bottom and see if they are showing in Purchased.
Try downloading them from the iTunes Store.

They might be hidden. Go to the iTunes Store, scroll up to the bottom, tap and view your Apple ID and look for hidden purchases.
