Having a VPN on transfer phone in data transfer to new iphone

I thought all data from old iPhone had been transferred out of Cloud to new iPhone; but now I find out that my apps now only have the app icon showing. No data was transferred and the apps were not downloaded. I cannot find a way to download the data. My VPN was active at time of initial transfer. Is that the cause of the app data not downloading. Also the software on the new phone was not the latest iOS 16.1.1. Can anyone tell me how to obtain the app data to download?

Erase the new device, remove the VPN client app from the old, restart the old, and re-transfer the data.

If there are no backups, then "plan B" is performing a backup of your current device, a factory reset, and restore.

Maybe that untangles the mess. But if you're missing data already, probably not.

Otherwise, and lacking backups from prior to whatever happened with the transfer, factory reset and start over again.

The old device was erased by the helpful worker at The Apple Store, so there is no old device. Plan B?
