I need to access ICloud on my phone and I don't know the password How do I get it ??

I was hacked during an update of software and account recovery locked me out of iCloud preventing me from usage of brand new iPad, iPhone and watch. Can’t turn in because I can’t factory reset and theif stole $1600 cash from bank and school account. Put my sensitive information out on web and I am left without devices usable and not a single penny paid from apple nor my bank for the incident. Years gone by and still can’t remove the code for me.
