Live Photos - Default iMessage Off

Live Photos is a great feature. I do not want to disable it all together (which I know can be done via the camera > preserve settings). I am also aware that you can turn it off before you send an iMessage by selecting the little icon at the top left hand side to toggle that feature off from being sent.

I want to have the default value to always off when sending a photo through iMessage rather than having to click that feature off every time I send a photo via iMessage. If I want to send it as a Live Photo, then and only then would I click it to have the Live Photo version sent via iMessage. Can this be done today or can we expect this feature in the future?
